How best to manage during Covid-19?

03 Aug, 2021

Today’s world is witnessing lots of development and successive changes in all fields particularly in areas related to communication and information technology.  More than ever, it has now become necessary for modern organisations to invest on developing its administrative systems as well as developing the means and forms for providing such services.

This requires the administration to adopt digitisation and the remote management method which contributes to solving many administrative problems since Corona crisis and its economic and social repercussions have prompted most institutions to reconsider their management methods in the areas of health, education and social services through the adoption of the management method both remotely and digitally (Electronic Management).

The Organisation for Economic Cooperation and Development (OCED) defines Electronic Management as “the use of information and communication technology, especially the Internet in order to improve the management of public facilities”.  While the Marquis International Committee defined it as “the application of digital technology to modernise and change management functions with a view to improving its effectiveness and results” as well as the quality of the services provided.

4 main characteristics distinguish the Electronic Management:

1/ Electronic Management is a paperless administration through the application of electronic administrative work such as electronic archives, e-mails, digital applications, electronic forms, manuals, electronic diaries, voice messages and others.

2/ Unlike the traditional administration where the service requester has to travel to obtain the service requested, Electronic Management is an administration without a physical location and the request can be answered from any where as long as there is access to the internet from the various electronic devices (PC, laptop, SmartTV, Mobile Phone…etc).

3/ Unlike the traditional administration that delivers its service on specific hours, the Electronic Management can answer to requests 24 Hrs/Day, 7 Day/Week, 12 Months/Year as the entire day becomes dedicated to providing and receiving a service.

4/ The Electronic Management is an administration without rigid regulations and no administrative routine, and this feature is the basis for the transformation of the electronic management system.  Worth mentioning that the fight against red tape and administrative corruption is one of the most important justifications for the existence of electronic management.

To sum-up, Electronic Management has become today a reality imposed by the development of technologies and communications, and also imposed by the requirements of customers and beneficiaries in order to keep pace with the changes of the times and institutions that seek development and excellence.  Modern organisations should benefit from all developments, whether technical or informational, in developing new ways to provide or facilitate the provision of services to their beneficiaries.

The Electronic Management will continue to be the most important way and mean to improve and develop the management and delivery of services to stakeholders.
